Following King Philippe’s confirmation of the names of all members of the nation’s gambling regulatory commission, Belgium has formally started a six-year process to restructure its gambling industry.
Twelve newly appointed officials, six full members, and six substitutes, take over the Kansspelcommissie, the nation’s leading gambling authority, on September 1st. The announcement was published in the Royal Decree and in the Official Gazette.
Given that the Commission now formally represents five different Ministries, the appointments represent a broad governmental approach to gambling policy.
In addition to other appointments for the Ministry of Finance, which includes supervision of the National Lottery, the ministry also oversees Finance, Justice, Economy, Interior, and Public Health.
Roles and Responsibilities Across Ministries
A key role in the new structure is played by the Ministry of Finance, which is also in charge of the National Lottery.
Anne-Laure Mouligneaux and Ignace Vandewalle will represent the financial aspects of gambling regulation on behalf of Finance Minister and Deputy Prime Minister Jozef Jambon. They will concentrate on operator adherence to fiscal and tax laws.
Tom Van Caeckenberghe and Caroline Dujacquier, two other appointees, will specifically supervise the National Lottery’s regulatory compliance.
This area is receiving increased attention as Belgium continues to restrict gambling advertising, a move that may also impact the lottery’s marketing initiatives.
There will be significant responsibilities for the Ministry of Justice as well. It is the responsibility of Representatives Daisy Vervenne and Nathalie Patoussa to develop new player protection strategies. Their efforts are crucial as Belgium fights a burgeoning black market online that has been connected to young players being exposed to more unregulated platforms.
Lena Boons and Ferdinand Van Der Gracht from the Ministry of Public Health will represent health considerations. Their primary responsibilities will be to support efforts to prevent addiction and keep an eye on how gambling affects the health of the country.
