
A major turning point in Missouri’s sports betting history was reached on September 12th when the Missouri Gaming Commission (MGC) closed the application window for operators hoping to open in tandem with the state’s legal wagering debut on December 1st, 2025.
To be eligible for temporary licenses and day-one operations, major operators such as BetMGM, bet365, ESPN BET, FanDuel, Caesars Sportsbook, and Fanatics Betting & Gaming all submitted licensing applications by the deadline.
The MGC warned prospective operators that meeting the September 12th deadline was essential for obtaining temporary licenses before the scheduled launch.
According to the commission’s website notice: “To qualify for a temporary license before the scheduled launch of sports wagering on December 1st, 2025, completed applications must be received by September 12th, 2025.”
However, MGC public relations coordinator Elizabeth Hoffman clarified that applications postmarked by the deadline would still be accepted if received after September 12th.
Nine Operators Apply for Mobile Licenses with Strong Market Access
Nine mobile sports betting companies had submitted license applications by the Friday deadline, securing Missouri as their next market expansion.
In August, DraftKings and Circa Sports were granted the state’s two most sought-after “untethered” licenses, which allow the companies to function independently of casinos or sports teams.
Through alliances with Missouri casinos or professional sports teams, the remaining applicants —BetMGM, bet365, Caesars, ESPN BET, Fanatics, FanDuel, and Underdog — were able to gain access to the market.
Up to 14 mobile licenses are allowed under Missouri’s regulatory framework: two untethered licenses, six for professional sports teams like the Kansas City Chiefs and St. Louis Blues, and six for casino operators.
Customers with temporary licenses can open accounts and make deposits starting on November 17th. Live betting will start on December 1st at 12 a.m.
A total of 734 license applications, including supplier, retail, and mobile licenses, were received by the MGC from different sports betting businesses.
With bettors 21 years of age and up being able to place bets online and at physical sportsbooks across the state, Missouri will become the 39th state to legalise sports betting.
Missourians will have instant access to betting opportunities as the launch falls during popular sports seasons, such as Kansas City Chiefs games and St. Louis Blues hockey games.
