The Ontario Lottery and Gaming Corporation (OLG) announced it has made CA$37,765,676 in second quarter (July 1-Sept. 30, 2025) gaming revenue instalment payments to 29 Ontario communities that host land-based gaming facilities.

More than CA$2.4 million in revenue from the new Hard Rock Hotel & Casino Ottawa went to the local municipality in Q2 as part of the OLG’s Municipality Contribution Agreement. (Image: Hard Rock)

The OLG’s fiscal year runs from April 1, 2025, to March 31, 2026. So far this year, those 29 communities have received $81,399,887, based on a formula in the Municipality Contribution Agreement.

Municipalities are able to offer local programs and improve the quality of life of their residents through the economic activity generated through revenue from OLG gaming sites,” said Minister of Tourism, Culture and Gaming Stan Cho. “The people of Ontario benefit from OLG’s gaming revenues as 100 per cent of OLG profits are reinvested in the province to support provincial priorities.”

That’s a decrease from the CA$43,634,211 paid out in Q1 (April 1 to June 30, 2025).

A Slower Second Quarter

The formula in the Municipality Contribution Agreement is applied across all land-based casino sites in the province. It’s a graduated scale of slot machine revenue, and a share of table game revenue and sportsbook revenue for those sites that offer those services.

Under the agreement, municipalities receive 5.25% on the first $65 million of slot revenue, 3.0% on the next $135 million of slot revenue, 2.5% on the next $300 million of slot revenue, 0.5% on the slot revenue above $500 million, and 4% of table game revenue (if applicable), and 4% of sportsbook revenue (if applicable).

Casino Woodbine Leads the Charge

Host communities have received almost CA$2.3 billion in nontax gaming revenue since 1994.

Casino Woodbine led the charge in payouts at CA$6,787,190. That’s followed by Niagara Falls at CA$4,709,562, Casino Pickering at CA$3,789,765, and Rideau Carleton Raceway Casino (now Hard Rock Casino Ottawa), at CA$2,447,303.

Then there’s Casino Windsor at CA$2,433,439, and Gateway Casino Innisfil at CA$2,121,555.
