
DraftKings and Circa Sports have been chosen by the Missouri Gaming Commission (MGC) to receive Missouri’s two untethered mobile sports betting licenses.
Both businesses are now free to independently launch mobile sports betting platforms on December 1st. This is the state’s official market launch date, following the announcement of its historic decision on August 15th, 2025.
FanDuel, represented by Betfair US from Flutter Entertainment, was commended for the calibre of its application despite coming in just short.
Jan Zimmerman, chairman of the MGC, stated: “It was a difficult decision, but the Commission is only able to grant two licenses.”
Two Operators Chosen Amidst Strong Competition
DraftKings’ North America President, Matt Kalish, expressed enthusiasm about its win.
“We’re pleased to secure one of two direct mobile licenses in Missouri — paving the way for us to bring DraftKings’ industry-leading online sportsbook to fans across the state,” he said.
Meanwhile, Circa Sports CEO Derek Stevens called winning the license “a great honour” and noted Circa’s focus on sharp odds, high limits, and a low hold rate.
Through its loyalty programme, Circa has already established a connection with 81,000 Missourians. The company intends to actively support local communities, including youth sports.
Stevens added: “We didn’t win by trying to be the biggest. We won by staying true to who we are.”
Before approving the licenses, the MGC will carry out additional research. In the meantime, FanDuel has partnered with St. Louis CITY SC, an MLS team, to gain access to the market.
Applications for the remaining tethered licenses are being accepted by the Commission, and the deadline is September 12th.
When Missouri formally enters the legalised sports betting market on December 1st, with up to 14 licenses, all authorised operators must be prepared.
