
With effect from August 22nd, Flutter Entertainment has announced that it has shut down Junglee real-money gaming operations in India.
This decision comes after the Indian Parliament swiftly passed the Promotion and Regulation of Online Gaming Bill, which was subsequently signed into law by the President.
Many operators were caught off guard as the bill, which was introduced on August 20, became law without first consulting industry stakeholders.
Flutter has suspended services to ensure compliance with the legislation, which affects real-money online gaming, including skill-based games.
Over the course of four years and substantial investments, Flutter’s Indian division, Junglee, built a workforce of more than 1,100 employees specialising in skill-based gaming within a framework that prioritised responsible gaming and consumer protection.
In 2025, the company expected India to contribute roughly $200m (~£148m) in revenue and $50m (~£37m) in adjusted EBITDA, with nearly half of that amount coming in the second half of the year.
Regulatory Impact and Industry Context
Peter Jackson, CEO of Flutter, expressed his disappointment at the sudden regulatory changes, emphasising that the prohibition might drive participants to unregulated markets that lack consumer protections and that do not support regional economies.
The business is now looking into ways to restore the constitutional protection that India’s skill-based games have while adjusting to the changing legal landscape.
There are concerns about how this law will affect national sports sponsorships because it affects more than just Flutter, including other major operators, like Dream11, have also suspended real-money gaming.
For example, Dream11‘s $44m (~£32m) sponsorship deal with the Board of Control for Cricket in India (BCCI) running through 2026 is in jeopardy because of revenue drops brought on by the ban.
Governments around the world are tightening regulations in the online gaming industry in an effort to find a balance between consumer protection and market expansion, as evidenced by India’s recent legislative action.
As the industry negotiates changing legal environments, the abrupt ban puts established operators under pressure, requiring strategic reorientations and a reassessment of market entry strategies.
